Socket Error Message

We have been using ABViewer for about a year with no problems. Just recently all users are getting the following error message:
<b>An Error has been occurred while working with CS Floating License Server with message "Socket error" and error code 10061</b>

I have tried to reinstall the floating license but it gives me an error message about file cannot be deleted. When I go to the Administrator page I am not seeing any information about my licensing. When I try to enter the information I get an error about it has been marked for deletion. Please help.

First of all we must inform you that new version (1.2.12.0) of <b>CS Floating License Server</b> is available. Please contact us on info@cadsofttools.com to get it. We strongly recommend to install this new version at first.

To solve arisen problem please do the following:
<ul><li>A:<ul>
<li>1. Open Administration console for CS License Server.</li>
<li>2. Select Server settings tab.</li>
<li>3. Set maximum parameter for Timeout parameter (7200 seconds).</li></ul></li>
<li>B:<ul>
<li>1. Do you have any firewall installed on the server?</li>
<li>2. If you do, please check whether it does not closes access of port 5000 and Floating License.</li></ul></li></ul>

Tried installing the new version and got this error -
Service "CAD Soft Tools Licensing service" failed to install with error: "System Error. Code: 1072. The specified service has been marked for deletion"

Tried doing step A but got error message that Service has been marked for deletion.

Please do the following:
<ul><li>Remove <b>CS Floating License Server</b> through <b>Control Panel > Add remove program</b>.</li>
<li>Restart computer.</li>
<li>Install new version of <b>CS Floating License Server</b>.</li></ul>
