Printing 1:1 to PDF

I have a HPGL, 750x1900 mm, and try to plot it to a huge PDF (1500 * 3000).
But it is not printed 1:1 (100%), it is scaled (some kind of "fit to something")
How to print 1:1?

Hello Peter,
Could you please tell what PDF printer, page size and orientation you have tried?

I used "PDF XChange Lite" from Tracker Software; now one 2000x2000mm page. See settings and results on images.

maybe this could work, but it is not a usual workflow to calculate layout-size and scale-factor. 100% should be 100% ...

I think this matter should be addressed by Tracker Software technical support.
